I used wmii and now dwm with dmenu (suckless-tools). It is not a popup on screen but prints on status bar a list of executables. You can build your own script to list whatever you want, so why not desktop files. You select one with regex which require 1 or 2 keypress. Very quick and small tool, suckless in fact :)
