I got it working! that's the good news, the bad news is I am not sure how. I installed all the packages above (except polkit-1-auth-agent which seems to be an unreal package) but it still didn't work. Then I went into synaptic (which incidentally did not prompt for a password) and searched for xfce and found some packages relating to the panel which were not installed, nor part of the xfce meta package. Also I installed policykit-1-gnome which unfortunately doesn't come up on searches for polkit. I think this last one may be the culprit but not sure. Thanks for your help, and the others.
