To completely and persistently disable all ipv6 support in the kernel, I add "ipv6.disable=1" to the Linux command line variable GRUB_CMDLINE_LINUX in /etc/default/grub, run update-grub, and reboot. If you have other command line arguments, they are separated by whitespace.
