If you went from 10.10 to 11.3 - exactly what procedure did you follow? Did you read the release notes: there's at least one change to the sources list in /etc/apt/sources.list for example. You might need not just to do an apt update and apt upgrade but an apt dist-upgrade. All the very best, as ever, Andy Cater
