The version of the libreadline8 package on bullseye is 8.1-1. Is there any chance you're conflating the version number of GNU readline (a C library provided by the bash maintainer, currently version 8.x on bullseye) with some perl package that has "readline" in its name? Or that you simply forgot to install libreadline-dev? Could you show us the actual error message you get when you try to build it? Also, what's wrong with the libterm-readline-gnu-perl package in Debian?
