Can this file not be constructed from the Packages file, copies of which go back to buzz. It's just packagename<TAB>priority<TAB>section[<TAB>maintainer] and those fields are all in the Packages file, though I would expect a person doing that would write their own value for maintainer rather than the outdated copy in the file.
