You probably have the modelines option set to 0, which appears to be the default in /etc/vim/vimrc in some recent Debian vim packages. You can override that in ~/.vimrc if you want. I'm not sure I agree with the default; if hazardous modelines are possible then that in itself is a bug which needs to be fixed by more than just changing the default, but you may want to read about it for yourself.
