With no networking, the mini installer will make a bare minimum installation from its build-in micro-repository. All packages will be as of the date of the CD, of course. If that bare minimum gives you enough to reboot and set up the network, you can go from there, manually installing whatever else you wish. If that bare minimum doesn't give you enough, you have some finagling to do.
