Silent means it will use the lowest speed possible without rising temperature. In "normal" situation, the speed is kept so it will achieve a good balance between temperature and the speed of the fan. If your computer is not installed in a very warm place and you are not doing some intensive work then it's possible that even running at a low speed the fans still do all the job needed. If you take the option for let say "performance" then it will be at max speed so the system is the coolest possible all the time.
