Perhaps easier to you would do dpkg-reconfigure localeconf. Which shell are you using? Do man <yourshell> and check the initialisation files it uses. Debian does add some stuff there, so a good rule of thumb is that generally speaking they will be /etc/environment, /etc/*<yourshell>* and ~/.*yourshell*. > So I just reset those in a console window, still get some German.
