There was such a utility, about 20 years ago, that fixed some of the low hanging fruit, but progress has obsoleted it. Now-a-days there are two versions of some of the more popular kernels, with the other version designed for people who run machinery which often needs corrective response in case a machine needs correcting quickly, as in a very few microseconds.
