I don't recognize all of those names, but let's see. I looked on
the libera.chat web site first, but they don't mention the server
software there, at least not in a place I could find.
So, I connected, and then scrolled back to see the announcements:

I'm not really familiar with IRC server software, but "apt-cache search
solanum" in bullseye turns up nothing. So it might not be packaged
in Debian. *shrug*
