I'm sorry if my original question is ambiguous.

Here's what I wish to happen:

1. My OS stops downloading software and security updates silently in the 
background. It's called automatic downloads, am I right? I wish it to stop.
2. Debian stops giving me notifications that there are software updates 
available for download.

I have removed/deleted 50unattended-upgrades. It's obvious that such an action 
hasn't achieved its goals; hence my original post.
