Well, it's in rfc1035 [1]: "The labels must follow the rules for ARPANET host names. They must start with a letter, end with a letter or digit, and have as interior characters only letters, digits, and hyphen. There are also some restrictions on the length. Labels must be 63 characters or less." ("label" is the rfc's parlance for a FQDN component, i.e. "what goes between the dots [2]). I guess what happens is that whatever program is trying to resolve the host name relies on that and assumes an IP address was given whenever the thing starts with a digit.
