No. debian-user is a mailing list for users to help each other. There's no ticketing system associated, because there are no guarantees. (If you report a bug, that should be done in the Debian bug tracking system.) Insofar as proof that you have sent email, you could check the list archives. If you need help and are willing to pay for it, there are various non-Debian consultants and companies who offer that as a service. -dsr-
