That could be done by setting "autosuspend" parameter of kernel module "usbcore" to a negative integer value (-1). You can change it temporarily on running system by typing: sudo echo -1 > /sys/module/usbcore/parameters/autosuspend and re-pluging USB device so new settings will be taken into account.
