Indeed it suggests the issue was introduced by the kernel update, so you should file it against the kernel image package. Based on the above you should run something like reportbug linux-image-4.19.0-11-amd64 Please do check carefully that you wrote the correct package name (e.g. above you missed a hyphen). Even if it can be corrected later a lot of important information will be completely missing from your report. Especially for kernel packages reportbug should be including *lots* of information. You might want to inspect that to make sure everything is fine to be published in the open (the Debian Bug Tracking System is completely open).
