Hi Tox!c illude, The $~ is telling you that you're in your home directory and is asking you to enter commands.
Hmm... are you running Debian on a small microcomputer? Did you install Debian yourself or was it pre-installed? What are you looking to do and learn? That would help us point you in the right direction. As a general introduction to the shell, I like Software Carpentry's resource: https://swcarpentry.github.io/shell-novice/ - on that page there is a "Setup" section with a zip file to download to follow along.
