In general the version of the package with the fix should be included when closing a bug (regardless of release), or adjusted later with 'found' and 'notfound'. The BTS will then be able to show in which releases the bug is fixed (or not) and other tools that rely on the BTS can act accordingly (e.g. testing migration).
