That message is issued when GDM cannot start. How to fix I don't know, as I
never
use GDM, but when that happens you should be able to switch to any of the vttys
GDM doesn't run on to find a text login prompt. If you can, a fix might be as
simple as:
apt update
apt install -f
to finish an upgrade that didn't actually.
