That is VERY different from "I want each user to have a different locale when they login". Hence, the X-Y problem. As you may recall, I answered the question that was ASKED, diving into the gory details of how su works, how shells work, etc. But if you do NOT actually want "when I su into a shell" to be part of the problem, then the answer is ENTIRELY DIFFERENT.
