The maintainer is aware the package is missing; c.f.

although reading those I don't think they've clearly ruled out including
it. You could file a new issue or pull request to add it.

And it seems netbase is indeed not present in any of the Debian images,
going by the metadata in
<g...@github.com:docker-library/repo-info.git>
