If you mean this one <https://hub.docker.com/_/debian> (i.e. what docker gives you if you do "docker pull debian…") Then the correct place to file issues is <https://github.com/debuerreotype/docker-debian-artifacts/issues> The maintainer is aware the package is missing; c.f. <https://github.com/debuerreotype/docker-debian-artifacts/issues/37> and <https://github.com/debuerreotype/docker-debian-artifacts/issues/36#issuecomment-385336558> although reading those I don't think they've clearly ruled out including it. You could file a new issue or pull request to add it.
