Yes, I know that. However, the packets are being encapsulated in some way. They may be encapsulating the IP packets directly or they may be encapsulating the ethernet packets as PPP does. Either way there is an opportunity for problems similar to those that have developed with PPPoE because encapsulization always involves adding headers.
