Solved with help from another mailing list:
Dir::Bin::Methods::ftp "/usr/lib/apt/methods/ftp"; in /etc/apt/conf using the full path for ftp. Johann -- Because experiencing your loyal love is better than life itself, my lips will praise you. (Psalm 63:3)
