There is no and there was never a package named "freeradius-dialupadmin" in Debian. The upstream documentation on how to install Dialup-Admin is located here: https://wiki.freeradius.org/guide/Dialup-admin But looking at the requirement mentioning PHP4 and the last change in the repository at https://github.com/FreeRADIUS/dialup-admin was 5 years ago, I think the project is dead and unusable.
