apt-secure, despite appearances, isn't a command.

What you do is, as indicated Dekks, #apt update, and accept changes.
This will put things straight correct version number [10] and code
name).  Once done, you can simply carry on as before.

I don't recall having to do this before, so it may be a (comparatively)
new requirement.
