This is a forwarded message from my company's network provider as a follow-up to the discussion on Debian-User about Backports.org not being available from a number of networks yesterday.
Fixed now after my report of where I was seeing the problem made its way through a few backbone providers to the right place.
Hopefully this will clearn up the routing issues for anyone else still having problems.

sorry 4 the delay. I have traced and solved your problem. It was with one of the upstream providers of our services-LAN at the N-IX Exchange in Nürnberg.
