Obviously -14 is newer than -12, so it does contain the fix (you could probably look it up in the package changelog to be on the safe side).
Well it -seemed- obvious, but I'm still in the figuring-Debian-out mode, and wanted to be sure.

The README.Debian file (not sure where to find the "changelog") for 2.4.18-14 has a one liner, -without- the explicit reference to DSA-403-1. It says only this:
