There can be no dispute over the meaning of "standard system
utilities". These are the ones which have a "Priority: standard"
field in the package description.
On my stretch:
grep -B 1 "Priority: standard" /var/lib/dpkg/available
odd but that grep doesn't produce anything on my laptop. the file is a
single UTF8 file...
