I think this is spurious -- perhaps the inner thoughts of the poster's editor escaping the consciousness barrier. As you might find ":wq" beneath some of my mails, because I'm using vim to compose them... Whatever it is, it's part of the command, so you probably won't find it in rsync's man page but rather in some CWrsync's man page, if it exists at all.
