That host is up but the Web server is refusing connections. I guess they are doing some maintenance, and will be back up soon. Do you have debian.heanet.ie hardcoded in your /etc/apt/sources.list? Try changing that to ftp.ie.debian.org or deb.debian.org, those should give you a random list of hosts near you to fetch your updates from. Thomas
