Every bug or ticket tracker expands to fit at least a minimal set of features: bug numbering, more states between "new" and "fixed", assignment to individuals... I like Request Tracker (RT) an awful lot. It's in Debian. It is not simple to set up, but it can be quite simple to use. -dsr-
