It only disappeared as a default. It was switched to an option. I use the same
method to enable in Debian that works in Fedora and elsewhere:
# /etc/X11/xorg.conf.d/00-keyboard.conf
Section "InputClass"
Identifier "system-keyboard"
MatchIsKeyboard "on"
Option "XkbLayout" "us"
Option "XkbOptions" "terminate:ctrl_alt_bksp"
