I'm just guessing why you need to go to packages.debian.org, but:

If you're browsing, you can do that locally with apt-cache or dpkg-www.

If you need to download something non-apt-get-installable, like the boot 
floppies, you can always use a mirror:
http://debian.org/mirror/list
http://debian.org/mirror/list-non-US
