Well, not necessarily. Case by case basis. And with multiarch[1][2], Debian has at least set the basis to have libraries for different architectures living peacefully side by side. (my installation has x86_64 and i386 packages and no war :-) So the packaging part is no problem. (Sometimes Debian takes a while to solve something.
