I have used kino for that quite a few times, mainly to edit out my shakes 
when I should have been using a tripod to shoot a wedding. There are 
others to be sure, but with a firewire card to address my now old Sony 
digital hi-8 handi-cam, kino can also run the handi-cam, including 
writeing the edited video back to the tape.  Thats been tested, but I've 
not figured out a reason I'd want to as the output is normally put in a 
video CD or a DVD for distribution to the participants. In doing that, 
some video quality is lost but the result on the viewers tv is still 2x 
sharper than a vhs tape, competing with an s-vhs machine but with less 
video noise.  The handi-cam outputs 720x480. And it was new several 
years before hi-def broadcasting began.
