Even easier is dnsmasq. It has both DHCP and some DNS. It is very easy to set up and very useful for small and, probably medium, networks. It will allow hosts on the LAN to get specific names if the hosts identify themselves with the same MAC address each time. Many routers have it built-in like openwrt, lede, and dd-wrt For the remote routers, it's still a matter of either choosing a dynamic DNS service (which is also commonly supported by routers) or else taking advantage of the one static IP and having the others phone home in some way, shape, or form.
