About once a week when I boot up I find the clock is exactly 4 hours slow. I am using Kubuntu 16.04. If I am asking the question in the wrong place please send me to the correct forum.
Kubuntu is not Debian, but is heavily Debian based, so it may be a matter of opinion whether this is "a" right place or not. There is a mailing list made specifically for Kubuntu users: kubuntu-us...@lists.ubuntu.com
The 4 hour difference looks possibly to be an inconsistent loading of the content of /etc/adjtime during the boot process. When did you do your 16.04 installation? If it was recently, maybe the problem would clear up just by doing ordinary updates, or a rebuilding of /boot/initrd.img-4.4*? Have you searched on https://bugs.launchpad.net/ubuntu to see if there is a bug addressing your problem? Another place to look is: http://askubuntu.com/questions/
