Do you have kdelibs4-dev installed?  This is the header files for KDE3,
which I'm almost certain Kdevelop3 would require.  This is NOT available
from within woody (though no doubt the various kde3 backports include
it).  Also, make sure you have build-essential (which you seem to have
the important bits of already).

Oh, you are using Sid or Sarge.  The solution is in the Debian BTS
(http://bugs.debian.org/) which will point you at the Debian Wiki
