Pdfjam has options like --angle, --trim and --scale. First maybe fix
some pages:
pdfjam -o fixed.pdf --angle 2 old_book.pdf 10-15
Then construct a new book:
pdfjam -o ready.pdf old_book.pdf 1-9 fixed.pdf - old_book.pdf 16-
