Formatting disc on HP Writer 7100`

I have had this on my computer since 1999. Within last few days have tried to format a new Memorex CD-RW, 700 MB, 80 Minute, 4X multi speed disc.   I am attempting to make a data CD. When formatting after about 5 minutes it crashes and I get the following error message.   "Illegal Start Block Address (0x400004b)   You will not be able to read and write to the disc through drive letter access"   Can anyone help.?   Duncan
