You can do this most easily by using jigdo to get the single density Blu-Ray .iso - about 14GB - and use dd to write this directly to a USB stick. This gives you a 14GB .iso which includes all the Debian packages in one place that is directly bootable and will fit on a 16GB USB stick :) I did this at the release of Debian 8 to prove that it was feasible. This does assume that you have good 'net access to build the iso in the first place since tha packages will need to be downloaded from a network. All the very best, AndyC
