If your package contains amd64 binaries, no way: 32-bits binaries can be executed on a 64-bits platform, as it is backward compatible, but not the contrary. Though it is technically possible to create a dual-arch binary, AFAIK, it isn't the case for Debian. Of course, if your package doesn't contain any binary, it is possible to override the architecture restriction, but, if it does contain binaries, don't expect good results.
