It is specific to IPv6 addresses. When an interface gets IPv6 addresses assigned by stateless address autoconfiguration (SLAAC) from router advertisements (RA), such addresses have limited lifetimes. The initial values are set from values contained in the RA. The valid lifetime is the length of time in seconds the address remains valid. Th preferred lifetime is the length of time in seconds the address remains preferred, i.e. used for new communications.
