The systemd generator shipped by openvpn, reads /etc/default/openvpn and respects the AUTOSTART config setting. I suspect, you use the default, i.e. AUTOSTART=all, which means the generator will generator an instance for every config file it finds. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
