Or you could find your best local mirror (or more then one-apt will use 
the best one) in the list :
http://www.debian.org/mirror/list
or here if you prefer:
http://www.debian.org/mirror/list-non-US

Then use the given examples and only change until the debian word - the 
rest should be the same.
Then run apt-get update and then do what you want to do ( upgrade a 
package or the hole distro )
