I don't know the solution, and I don't know about Jessie and XFCE, so I did not comment earlier, but because you don't have a definitive answer yet, here is something I noticed that might help you. Some time ago I did encounter similar behaviour (Logout, Reboot, Shutdown features not working) while building my current LXDE systems on Wheezy. I used only my own minimal choice of packages and did not install most "recommended" packages.
