This is just a blocking bug so that appropriate Breaks: get added to
dpkg before the release once the other packages are fixed.

It's not really a big deal; you can trivially work around this by
upgrading the affected package to one which does not have circular
triggers.

This one isn't really one that you should have to worry about; it's not
really a bug in dpkg, but a configuration error that has been exposed in
some cases by dpkg being more strict about what it accepts.
