Worked, but only after editing /etc/default/console.setup (as root) as per 
David Wright's advice so it reads:

#FONTFACE="Fixed"
FONTFACE="Terminus"
FONTSIZE="8x16"
FONTSIZE="10x20"
FONTSIZE="12x24"
FONTSIZE="14x28"
FONTSIZE="16x32"

which then allows one to choose 16x32 in dpkg-reconfigure console-setup
