The first place to look for time servers is your ISP. ISPs often run time service on their nameservers. Try them.
I tried my ISP first. When I sent tech support an email asking about the NTP servers, they sent me instructions on how to setup news access. I had to explicitly spell network time protocol. Yup, they are very clueful.
Try this: traceroute ntp.<yourisp>
I was pleasantly surprised to find that my ISP has one at ntp.cox.net.
A simple ping of ntp.<ISP> showed the machine as being there, and it just a CNAME for the nameserver. I guess first line tech support really is clueless :-)
